The Minerals Council of Australia, as the peak national body representing the Australian minerals industry has brought together the views of its members and all State/Territory minerals industry bodies in developing this submission.

Angela Pamela Uranium Mine – Opposition to Establishment

The Northern Territory Government?s decision to oppose the establishment of the Angela Pamela mine near Alice Springs will act as a further disincentive to develop the NT?s minerals industry. During parliamentary sittings in Alice Springs this week, an NT Government motion - carried 13 votes to 12 - endorsed the Government?s opposition to the establishment of the Angela Pamela uranium mine.

Proposed Amendments to the Mining Management Act

This letter is in response to proposed changes to the Mining Management Act (the ?MMA? or ?the Act?) which provides the legislative framework for regulating mining activities in the Northern Territory. Given the limited time available to comment on the proposed amendments, this response is based on the summary of proposed changes and it is expected that further opportunity for detailed input will be invited from the Minerals Council of Australia as part of the government?s consultation process.

Minerals Resource Rent Tax

The Minerals Council of Australia (MCA) welcomes the announcement that the Australian Government supports the recommendations on the Minerals Resource Rent Tax (MRRT) made by the Argus-Ferguson Policy Transition Group
(PTG). This is a further step in delivering renewed confidence to the Australian minerals industry consistent with the July 2010 Heads of Agreement between the Gillard Government and major mining companies. The Government?s support for
the recommendation that all State and Territory royalties should be credited vindicates the industry?s position on the clear language of the Heads of Agreement. That debate is over.
