| COMMENTS ON THE MAXWELL REVIEW OF THE OHS ACT | 18 May 2004 |

Following the release of the Maxwell report on the review of the OHS Act the minerals industry continues to be concerned with the long-term uncertainty of maintaining experienced mining personnel in the Department of Primary Industries as the group responsible for regulating the safety of Victoria’s mines. It is strongly recommended that any revision of the OHS Act cement the administrative arrangement for the regulation of mines in legislation or regulation. | Securing Our Water Future | 28 November 2003 |

Water is critical to the present and future operations of the minerals industry. The industry uses about 3% of national water consumption, with about 95% of this water sourced from its own operations. In addition, the minerals industry is one of the highest value users of water resources. VMEC is therefore directly interested in the Green Paper on the water resources of Victoria. |

| The Greenhouse Challenge for Energy | 18 July 2003 |

The minerals industry is a primary producer of energy minerals and a significant user of energy for mining and downstream processing. The future development of our industry is dependent upon the continued production of energy minerals and access to low cost reliable energy sources. It should also be noted that the minerals industry is committed to the principles of sustainable development. Therefore, we are more than interested in the current debate on the options to curtail greenhouse gases and develop Victoria’s natural mineral advantages. |

| Angahook-Otway Investigation | 28 April 2003 |
|
The Victorian Minerals & Energy Council Inc (VMEC) is pleased to make the following submission to the Victorian Environmental Assessment Council (VEAC) to the amended Angahook-Otway investigation. It is noted that the key purpose of the investigation is to determine the boundaries of:
(a) a single national park in the Otway Ranges including public land extending from Anglesea to Cape Otway, specifying whether or not the Great Ocean Road should be included in the park; and
(b) any other public land currently managed as State Forest which would be suitable for addition to existing State Parks or nature conservation reserves, or for inclusion in new nature conservation reserves once native forest logging ceases in the Otways. |

| Angahook-Lorne State Park Investigation | 08 November 2002 |
|
The Victorian Minerals & Energy Council is pleased to enclose its initial submission on the investigation of the Angahook-Lorne State Park to determine the potential to designate the Park and adjacent areas a National Park.
Our submission relates to our continuing concerns regarding reduced access to Crown land for exploration and mining, the growth in restricted and exempt Crown land, our preferred option of multiple and sequential land use management regimes, our concerns for the rights of existing licence holders, and our desire that the principles of sustainability are applied consistently throughout the entire review. |

| Mineral Resources Development Regulations | 30 September 2002 |
|
The Council appreciates the need for the new Regulations and the rationale to combine the various Regulations made under the Mineral Resources Development Act (MRDA) into one Regulation. However, we have concerns with several matters proposed in the new Regulation including the requirements for advertising, coal bed methane, landowner rights, reporting dates and incorporation of excised areas. |
