Private industry exploration expenditure in Victoria during 2001 was $30.5M.
The mining industry of Victoria contributes significantly to the economic well being of the State. It employs a significant number of people in regional Victoria and contributes more than $600M to the Victorian economy each year. The entire minerals and energy industry in Victoria contributes more than $5B pa. |

The Council is supportive of the need to review the current rehabilitation bond system. Our fundamental objective is to ensure that mine sites are effectively rehabilitated and that the community is not left with a liability. |

| Submission to DNRE on Tailings Storage Guidelines for Victoria | 28 June 2002 |

The VMEC fully supports the preparation of up-to-date guidelines that assist companies in achieving best practice environmental outcomes and assist the DNRE Inspectorate in regulating the industry to ensure those outcomes. We believe that such guidelines should be outcome based and above all add value to the industry and community alike. |

| Submission on the DoI's Environment Assessment Review Issues and Options Paper | 21 June 2002 |

The Victorian Minerals & Energy Council recognises the value of a sound, rigorous environment assessment process for project approvals, however, we are concerned that the current EES process no longer serves any of the stakeholders well. We support the endeavours of Government to improve this process for all involved. |

| Review of the Mineral Resources Safety Regulations | 05 April 2002 |
|
The major issue of concern to the Council members is the suggestion that some mines may be required to implement a Safety Case regime. Such a proposal is steadfastly rejected by the Council as being entirely inappropriate. We do not see that safety would benefit, nor do we see that such a proposal meets the original intent for Safety Case or the Major Hazards Facility regulation. We are amazed that DNRE/WorkSafe would consider such a proposal with such scanty consultation and possibly hidden agendas. The implementation of Safety Case to Victoria’s mining industry would have dramatic implications for the long-term prosperity of that industry. |

| State Budget Submission | 08 January 2002 |

Our areas of interest in the ‘high-level’ programs of government include continued support to the arms of Government associated with the regulation and facilitation of the minerals industry in Victoria; support for research projects aimed at improving the long term prospects of natural resource utilisation in Victoria; specific regional infrastructure projects; and a reduction in state taxes. |

| Position on the Box-Ironbark Forests and Woodlands Final Report | 09 November 2001 |

Exploration and mining activities within environmentally important Crown land (including box-ironbark forests), and conservation, are not mutually exclusive. They can coexist and can do so in a manner that is beneficial to the long-term survival and expansion of delicate ecosystems. Exploration and mining undertaken in accordance with sustainable development principles benefits all Victorians. |

The draft action plan covers a wide range of issues and the proposed actions are extensive and are generally supported. However, we note that there has been little attention in the draft to the role of industry and how industry might be engaged in the second generation Landcare movement. |
